Deputy High Commissioner, Mark Gooding, visited Vavuniya on 8 December to assess the ongoing humanitarian situation in the LTTE controlled areas. The DHC had a series of indepth discussions with military officers, government officials and humanitarian agencies.

On 9 and 10 December, the British High Commission delegation led by the Deputy High Commissioner visited Trincomalee and Batticaloa to learn more about the Eastern Provincial Council's work and to assess the security situation in the province. The delegation was able to obtain a full picture of the situation in the East through meeting a wide range of individuals and organisations, including Provincial Council ministers, police and military officers, government officials, UN bodies and civil society organisations.
